I think a single bug for all the rules missing the IP would be best.
Actual devs might disagree, I don't know. But the more ground work you can
do finding out exactly what rules are missing this, with exact rule names,
the better.

I'm not sure where exactly this stuff is even defined. It might have
something to do with txt records returned by the DNSBL/WLs. So the best
place to make the change might be in the code that defines the eval rules
used for them.
