Frankly, dunno either. But I figured mimicking what's done for the excellent
performing rules like URIBL_BLACK won't hurt for a rule not even supposed to
ever hit in mass-checks. After all, we *want* these rules to be published.

Agreed. Just mentioned it, since it's a complete rule-set file for DNSWL,
similar to, even featuring the copyright header.
