tflags nice documentation: "The test is intended to compensate for common false
positives, and should be assigned a negative score."

Correct on the FP part (false positive rule hit, in this case, not overall
classification). Has an informative *positive* score of 0.001 though. ;)

OK, not actually an issue I guess, since it kind of describes the intention
regardless of strictly following the docs to the letter.

However, the committed rule probably lacks the reuse flag. All other URIBL
rules have it set. Missing the reuse flag on the BLOCKED rule would cause the
DNSBL queries to be performed during mass-check, no?
