[Bug 6582] need to have some limits on scanned data size

If you post your hack, I'll look at adding a config option and docs for it.
Overall, if you are testing it, it makes sense as a short-circuit. I'm
thinking perhaps as a multiplier for the scan size limit.

So for example with a scan size of 512K and a multiplier of 0.06 for the
rendered limit?
