Steven,

/usr/sbin/radiusd is a BINARY file. You need to create initialization SCRIPT in /etc/init.d catalogue.
look for example into postfix init script # cat /etc/init.d/postfix
if u like to invoke radius from binary u should check command line parameters supported by radiusd.
# /usr/sbin/radiusd --help
should work. if nor check radius dokumentation
