Here are some directions:

From the command prompt you can use 'htpasswd' to create the web site access accounts as well as change the passwords for them.

You can either build a web interface to the 'htpasswd' command line program with Perl, PHP, etc. or use the language's built-in basic encryption functions to create/edit entries in your .htpasswd file. However that's beyond the scope of this mailing list.

There are plenty of free CGI scripts on the web that do exactly what you want.
I'd suggest to get somewhat familiar with the roles of files .htaccess and .htpasswd before you go ahead with implementing any of those scripts.
