The only rules of the game are:

  1. UID/GID < 100
  2. "locked account"
  3. Non-login shell (/dev/null)

Here is a hint:

  /usr/sbin/useradd -u 48 -r webd > /dev/null 2>&1 || :

(rpm -q apache --scripts will show you this)
