I can think of two possible reasons:
- a configuration of listen sockets must not be changed
(@listen_sockets, $inet_socket_port, $unix_socketname).
If sockets are not the same across a restart, a cold restart
is required.
- a reload while a previous reload operation is still in progress
may not be successful (will investigate if anything can be
done about it)
Other than that, I don't know. Logging at level 5 may show more.
